I swear it is either lost media or I am misremembering... I swore EA or so did a music video of this song, but with Sims characters. Had to be for The Sims 2 or so, but unsure. It wasn't sang in the Sim voice, but it was just models from the game basically recreating the music video or so iirc. This would have been on VH1 or so waay back.
I think it was this song or perhaps it was "The way you move". I've never been able to find anything on YouTube about it though. I am not 100 percent certain what song but it was one of outkasts popular songs.

I'm pretty clued up on my Sims material, they used to do a lot of music videos with The Sims 2 featuring real songs in Simlish, but Hey Ya is not one I remember, and I'm sure there would be a trace of it online too.
