I would not put it at the worst. Top ten though. I do believe FDR and Wilson had some worse ones in the sense of how it directly effected the people. This is god awful but there has been no real substantial effect on the people, YET!

The ruling from the supreme court that government can find any reason they deem fit to take your land for the "better good".

The ruling from the supreme court that we could indiscriminately murder 80 million people since it said abortion is legal.

I am sure I could dig up a few more from our federal government I find worse. All of the above except for a few that came after the patriot act led us to the god awful Patriot Act. But the worst of them that all truly led us down this path is the Federal Income Tax. It gave the government all it's uncontrolled power to create this mess we have now.
