Please define your terms:

"Mentally Challenged" may be somebody that can't do high level math. Or it could be a clinically diagnosed severe psychosis. Or somewhere in between such as bipolar, or even just somebody who is moody. Maybe you mean a physical illness that originates in the brain such as epilepsy.

"Allowed to own", do you mean their possession is illegal if they own one now, or do you mean they cannot legally go out and purchase one?

If it is based on a clinical diagnoses, what do you do when the headshrinker says that person is "cured"? Are they forever banned under your law or do you mean only while they are under treatment and perhaps medication?
 
the real question is why do some non-mentally ill americans are allowed to have guns? :lol:

but, all-in-all, this is a hard-ish one to answer...

i'm not for crazy restrictions and limitations on gun ownership...

just because someone, or a judge, or a doctor says someone is mentally ill doesn't mean they are... but then again there are some people that are too crazy to have a gun in their hand, regardless if they're actually/technically mentally ill or not...
