As much as I am a NebulousPa fan, I was disappointed with how he handled it. Paterno could have (and should have) done more. Forget about Spanier for a moment, Paterno is the figure head of Penn State. Paterno understood the situation (especially since McQueary witnessed it). But - for some reason - chose not to get the police involved or at least follow the situation with management more closely. Sandusky was a predator, and his trail of victims could have been stopped earlier if the Penn State officials had done something to directly address the situation.
 
Paterno himself acknowledged that he should have done a lot more. I would agree with the Freeh report, in that avoiding negative publicity was priority for Paterno and the other Penn State officials.
