The Shooting Of Walter Scott

By watching the video of what happened - especially the cellphone part - it'd be a massive shock if now-former Ofc. Slager isn't convicted of murder (or whatever lesser charge comes to mind) for two reasons: (1)there's no justification for shooting someone in the back w/a lethal weapon, especially when there's little evidence the suspect had a weapon - and FWIW, I think whatever weapon Mr. Scott had was planted by Ofc. Slager, and (2)under the fleeing felon rule (a/k/a Tenn. v. Garner), deadly force "may not be used unless necessary to prevent the escape and the officer has probable cause to believe that the suspect poses a significant threat of death or serious bodily harm to the officer or others", quoting Justice White's opinion. Now, tell me, what significant risk of death does someone pose running from an officer for the sole crime of not having vehicle registration?

Also, what significant risk does a man pose who is running from an officer, unarmed and limping as we've seen in the video? *shrug* There were several different ways the officer could have dealt with this situation, but he chose to fire eight rounds into a man's back who was running very SLOWLY away from him. It was more like a jog, honestly. And now he has to face the fact that he's killed a man under the lie he felt "threatened". Perhaps in the moment he was struggling with the taser, but we saw how that played out. The man dashed and had nothing and the officer knew it. But if he wants to stick with the pathetic lie that he was only trying to remain safe, then so be it. I really do hope this plays out in Walter Scott's favor. This was one of those painfully obvious scenarios where a man had no legitimate reason to die, and posed less of a threat than the officer claimed.
 
Death penalty would make a good example for this guy that not even cops can commit cold blooded murder.
One of the first things I heard about this after the initial breaking of the story is - because he is a cop and this happened in the line of duty - the death penalty is not even an option.

Don't know if that's standard operating procedure, nationwide, or if that's because of the city/state he worked for.

it should be a federal crime...

and if so, no such thing in the federal world...
