Australia, under heavy supervision, allow for limited cases to be reviewed by courts, they're not guaranteed approvals, and they space out the timing enough that decisions are measured carefully. No one under the age of majority receives hormonal treatment or gender-affirming surgeries. The lone exclusion being breast reduction.
They aren't performing genital surgeries under the age of 18. It is not and will never be a thing. There are plenty of guidelines and standards that dictate this, not the least of which being the World Professional Association for Transgender Health's guidelines, often seen as being the standard many go by, which clearly state no one under the age of 16 shall receive anything more than heavily regulated puberty blockers.
