Depends. If I'm off duty, and he's speeding a bit, I would probably turn a blind eye or--if it's excessive--tell him to slow the fuck down 'cause I may do something about it if he's putting his life at risk or endangering other people.
If it's something known to be illegal like doing or selling drugs, harming people, stealing, etc, I would probably either turn them in myself or alert them to authorities. A friend who gets pissed off for doing illegal things and then getting in trouble even after they were warned is not a true friend.

So speeding isn't illegal?
I would report the person either way. It is not worth putting my job on the line.
